ISPAA BUSINESS MEETING
TUESDAY October 13, 2009
DAVENPORT, IOWA
The 70th annual conference of the Iowa State Police Association Auxiliary meeting was brought
to order by President Karen Thode at 9:14 a.m. on Tuesday October 13th, 2009. President
Thode led the membership in the Pledge of Allegiance followed by the invocation given by
Pastor Megan. Frank Donchez Chief of Police from Davenport came in and welcomed everyone to Davenport. Following was First Vice President of the Iowa State Police Association, Stew
Barnes of Des Moines, Iowa brought a greeting from the ISPA.
A motion was made by Sandra Hansen, Clinton, Iowa to have Vice President Marlene Nelson
carry a greeting to the ISPA on behalf of the ISPAA. Seconded by Holly Fraley, Sioux City.
The motion was carried.
President Thode then asked for everyone to stand and join in on the singing of the state song.

President Karen Thode asked that all of the Past Presidents stand and acknowledged
Them for having been the back bone of this organization.
The minutes from the October 12th, 2009 Executive board meeting were read by
Recording Secretary Tammy Hanson.
The financial report was read by Jena Campbell, Financial Secretary. Pat Cooper-St. John
Davenport moved to accept the report as it stands, seconded by Tasha Tovar. This report
was placed on file for audit.

Jena reported the number and location of each unit and the strength of that membership.
Jena also reported all the delegates’ dues have been received and all

Jena reported on the insurance bond held at Brooks-Lussem Ins. Co. in Des Moines.
It is a commercial crime policy. The bond is due 10-29-10. The CD is due 01-15-10.
Old Business
President Karen Thode thanked Marlene Nelson for her RTC birthday fund project
“roll the dice for RTC”. Four units participated in the birthday fund for a total
collection of $113.60. A check will be presented to Brad Klug at the banquet Wednesday
night. Four units participated in Karen’s casted rhubarb leaf for a total collection so far
of $100.00. President Karen Thode reminded all members that it is not to late to
purchase tickets.
Discussion was introduced regarding the need to reorder Past President’s pins.
With the price of gold being so high, if a badge pendent could replace the pin. Everyone
understands the importance of the Past President pin, although a pendent would represent
more practical remembrance.
We talked about doing a “white elephant” donation event to continue to raise money
For the RTC. We want to encourage each auxiliary to provide a single item that can be
donated for this cause.
Once again the issue of first impressions of new delegates to conference is blemished
by the way we present ourselves when addressing each other during the course of general
discussion. We should all remember to watch our tone and choice of words when addressing
each other.
New Business
President Karen Thode talked about our new website. It was strongly recommended that members will be able to view the minutes on the website, in order to accommodate those that do not have computer access the individual locals will be responsible for printing off them minutes for distribution. Deb Novak Cedar Rapids raised some concerns about what information should not be placed on this site. Is it possible to email Past Presidents with a reminder to check the website for the minutes of the conference versus emailing all of the
notes from the conference meetings?
The Proposed amendment from Fort Dodge, about including children of police officers into the
auxiliary, has been withdrawn, due to a clarification of the current existing by-laws.
Marlene Nelson, Vice President, had a proposal about creating a mission statement for the
Auxiliary. Diane Reid, Ankeny suggested we form a committee for this reason. Do to a lack of interest the Board will develop the mission statement. Marlene also questioned if the auxiliary could have its own logo designed by the RTC boys.
Discussion ensued regarding lack of interest for available positions on the executive board.
Suggestions were made by Jr. Past President Christina Thoeming that the Financial Secretary
And Recording Secretary positions be combined into one position with a possible 2-3 year
Contract with the only positions rotating be Vice President, President, and Jr. Past President.
The matter was tabled until tomorrow’s business meeting.

President Thode introduced her Parliamentarian Diane Reid, And thanked her for accepting this position.

Today’s luncheon will be held at 12:00 in the hospitality room. Hosted by the Davenport local.
The Past Presidents Breakfast will be held in this room tomorrow at 8:00 a.m.
We then heard the reports from 5 locals including: Cedar Rapids, Davenport, Fort Dodge, Muscatine and Sioux City. While we are always eager to hear what the locals have been up to, we especially look forward to the very creative and so entertaining reports from Cedar Rapids and Sioux City. After Sioux City threw down the gauntlet, declaring they would be taking the trophy back from Cedar Rapids, the reports began. Cedar Rapids was up 1st with Mrs. Novak’s spelling Bee. They certainly were busy with CANDLE sales, a charity DINNER and Santa SHOOT among other activities. Written reports were submitted by Davenport, Fort Dodge, and Muscatine before Sioux City took the floor with their version of Dancing with the Stars. While Diana shined during her portion of the competition, Lance Armstrong somewhat lacked in the personality category. The crowd favorite was the stunning duo of Betty Davis and Ronald Regan. Upon completion of the dance part of the competition, the members voted on their favorite “act”. This year the traveling trophy was in fact awarded to Sioux City….there is always next year Cedar Rapids!
Vice President Marlene Nelson then presented her president’s project for the next year. Marlene made a donation to the Rabiner Ranch and had the boys craft a beautiful mirror and coat hanger wall hanging. The mirror is etched with the American flag in the middle with the Rabiner logo in the 2 upper corners. The 3 brass coat hooks with make this a beautiful and serviceable accessory where ever it would be displayed in your home. The beauty of the mirror should make it a very easy item to sell tickets for the raffle! Marlene also reintroduced the dice game to be used as the Rabiner Birthday fund game. Karen had a couple extra dice games for units in need of one.
Karen advised we will reconvene tomorrow at 9:30 a.m. following the Past Presidents breakfast at 8:00 a.m.

President Marlene Nelson called the Executive Board Meeting to order at 2:30 p.m.
Vice President Jena Campbell motioned that the minutes from the previous meeting be waived and approved as they stand. The motion was seconded by Jr. Past President Karen Thode, motion was approved.
President Marlene Nelson asked our new Recording Secretary Christina Thoeming to do a roll call.

President Marlene Nelson asked our new Financial Secretary Tammy Hanson to read the Financial report. There were no additions or correction to the report and the financial report will be place on file subject to audit.

Diane Reid will look into the pricing of necklaces vs. the president pins.
Financial Secretary Tammy made a motion to give Recording Secretary Christina a check for $200. The motion was seconded by Marlene Nelson, the motion was approved.
President Marlene Nelson called for a motion to adjourn. A motion to adjourn was made by Recording Secretary Christina seconded by Financial Secretary Tammy Hansen.

President's Message
Hello and on behalf of the entire Davenport ISPAA contingent I want to thank you for sharing in the activities of the ISPAA's 77th Annual Conference, at the Lodge in Bettendorf, October 12 thru October 14, 2009.
Primarily I want to thank the members of the Davenport Auxiliary who worked tirelessly to put the Halloween themed conference together. An extra special thank you to Christine and Todd Thoeming for all their hard work and Marsha Nelson for all the hand produced invitations and nut cups. Also we couldn't have presented this great conference without the kind assistance and financial support from the Davenport Police Association and the Union of Police Professional Officers in Davenport. Lastly, I want to thank Jill Foster, VIP's Coordinator for her offers of assistance with special thanks to my great friends Mary and Bob Duax and Linda Mullen.
I also want to take the time to offer a genuine "thank you" to the 2008-2009 Executive Board and Past President Karen Thode Board who worked hard during her tenure to develop the ISPAA web page. This is one of the most cost effective projects we have produced. The new informational web page will allow us to display conference minutes saving $150.00 to $200.00 a year in postage .
This year's Executive Board consists of Marlene Nelson, President, Jena Lentfer, Vice President, Tammy Hanson Financial Secretary, Christina Thoeming as Recording Secretary and Past President Karen Thode. Picture Attached "The 2010 Executive Board".
Without the high level of teamwork between the members of the Executive Board,. we could not have accomplished as much as we did. We increased membership slightly leaving us a goal to expand our organization by individual members and new city units.
We want to spread the word that the "ISPAA is dedicated to uniting the families of officers and enhancing the image of Police Officers within the State. We foster relationships between Department families and State units through shared activities, projects and compassionate service. We promote a spirit of good citizenship and foster good Police Community Relations increasing the positive image of law enforcement. We are dedicated and focused on working to enhance the Rabiner Treatment Center investing the communities back into the communities. One Family, One Vision, One Badge."
My Presidents project for this year, a coat hanger with back mirror containing R R for Rabiner Ranch with a flag and badge impressed on the back, was made at the Rabiner Treatment Center by the boys in the Carpenter shop. A copy of the picture is included with this article. Our Executive Board members have a $10.00 bet that we can outsell each other in tickets for this project. Good Luck To All.
The Executive Board will be meeting in Waterloo in November to discuss how to formulate methods ideas to meet our new goals and objectives. Karen raised the bar very high by implementing the ISPAA web page last year, I have no doubts about the Executive Board meeting and even exceeding whatever goals we put in motion.

RABINER TREATMENT FACILITY YOUNG MEN
ISPAA LOGO CONTEST
The Iowa State Police Association Auxiliary is sponsoring a contest for the young men at the Rabiner Treatment Facility. Our aim is for them to design a logo for the Iowa State Police Association Auxiliary. The logo selected will be adapted as the Iowa State Police Auxiliary Association applied to the ISPAA web page and all documents.
Our mission statement, "The Iowa State Police Officers Auxiliary is dedicated to uniting the families of the Iowa State Police Association and enhancing the image of the Police Departments within our state. We foster relationships between Department families through activities, projects and compassionate service. We promote a spirit of good citizenship and foster good Police Community Relations, increasing the positive image of law enforcement. "One Vision, One Family, One Badge.", can be utilized to develop the proposed new logo in a format similar to the Iowa State Police Association logo.
We are counting on the talents of the young men at the Rabiner Treatment Facility to create our permanent logo. Spec designs should be submitted to the ISPAA Executive Board prior to December 1, 2009.

2010 ISPAA PRESIDENT'S PROJECT
The purpose of the ISPAA President's Project each year is to raise money for education or for other purposes as determined by Brad Klug and the Executive Committee at the Rabiner Treatment Facility.
The ISPAA President's project an item donated by the ISPAA President and sold in the form of a raffle throughout the year at local Police Auxiliaries. The yearly raffle item was displayed at our last conference meeting and approved by the membership.
My President's project is a wooden coat rack with a back mirror made by the young men at the RTF under the guidance of Randy. Three gold plated hangers are affixed to the front and the back mirror has etched an R on the right hand side in the middle a flag with badge and an R on the left hand side. See enclosed picture.
Raffle tickets were provided to members and additional raffle tickets have been printed and will be mailed to ISPAA local Auxiliaries in the next couple of weeks.
The Executive Board also sells raffle tickets during next year's conference and holds the drawing for winner at the Banquet on Wednesday evening. The tickets are one for $1.00 or six for $5.00.
This year the ISPAA Executive Board has challenged each other with an internal bet that we can sell the most raffle tickets. Good Luck!

RTC Halloween Celebration
On October 29th, Kari Hubbard and I represented the Fort Dodge auxiliary and celebrated Halloween with the boys at the Rabiner Treatment Center. There were decorated spooky cookies and treat bags that we shared with the boys and I was given a hand-written thank you note from a young boy and also a hug from another. It was a great experience and it was fun to listen to the boys talk about which candy they wanted to trade to each other, always a fun "after trick-or treating" Halloween tradition.

EXECUTIVE BOARD MEETING MINUTES
DECEMBER 6, 2009
The ISPAA Executive Board Meeting was held at the Best Western Starlite in Fort Dodge, Iowa. The meeting was called to order at 11:40 a.m. Board members present were President Marlene Nelson, Vice President Jena Campbell, Financial Secretary Tammy Hanson and Jr. Past President Karen Thode.
The reading of the Secretary's minutes from the Executive Board Meeting in Davenport was waived.
Tammy Hanson provided the members with a financial report, Jena Campbell motioned that the report be approved as read. An update for the financial secretary was provided by Karen Thode who stated she will be sending two additional checks in the amount of $50.00 and $25.00 to be deposited for the last President's Project.
Jena Campbell suggested that the organization is not adequately funded for future projects and conferences. The members reviewed our priority projects and needs and after brief discussion of the issues and suggestions about how to ensure financial security for the year 2010 year and upcoming years.
Karen Thode made a motion we amend the Bylaws at Article IX-Fees and Dues, Section 1. changing the annual dues for membership from $10.00 to $20.00. The motion was seconded by Tammy Hanson and approved. Karen stated the Fort Dodge Auxiliary will prepare the amendment and disseminate it to all locals in the State.
Marlene reported that Brad Klug suggested we allow more time for the young men to submit their designs for the ISPAA Logo contest. The prior submission date of December 1, 2009 has been extended to January 1, 2010. The winner of the contest will receive a $100.00 gift card from the Executive Board Members on Valentine's Day. There is no fiscal impact to the ISPAA treasury, the $100.00 is private donations by the Executive Board Members.
General discussion centered on the new Rabiner "Star Bucks Store" and the best way to disseminate the needs and wish list for the Rabiner Treatment Facility.
Marlene will be sending out additional raffle tickets to all locals to increase the sales for the 2010 President's Project.
Jena Campbell motioned for adjournment, Karen seconded the motion, the meeting was adjourned at 12:45 p.m.
