                                                                    Monday OCTOBER 11, 2010

President Marlene Nelson called the ISPAA Executive Board Meeting to order at 4:20 pm. In the Boardroom at the Holiday Inn in Des Moines, Iowa.

President Nelson thanked everyone for their kind assistance in putting the conference together. Maureen and Rick Fedson are to be commended for their  extraordinary efforts and success setting up the ISPAA Conference. President Nelson continued thanking the Past Presidents for the dedication they provide the ISPAA and more particularly their voluntary planning and preparation of the ISPAA ‘s Past Presidents breakfast on October 13, 2010.

President Nelson read the minutes of the three Executive Board meetings held during the past year. President Nelson stated the Executive Board members were in constant contact through e-mail. President Marlene Nelson informed the members she takes full responsibility for the official duties vacated by Recording Secretary 2009 – 2010.

Jr. Past President/Acting Recording Secretary read the minutes from the last Conference Executive Board Meeting. A motion was made by Past President Virginia Hatch to accept the minutes seconded by Christina Thoeming, motion carried.

 President Nelson thanked Past President Diane Reid for her extraordinary counsel and support for the Executive Board this year and the correspondence regarding the cost of the Past President’s Pins. 

Regarding the fact we have only two president pins available to the organization. Diane Reid researched the cost and alternative last year. We received an e-mail from Diane 12/29/2009 concerning the pins, she had checked with Dave’s Jewelers to inquire if we could purchase the pins in silver or golf filled. They are 10 karat gold but, they will still sell them to us for $175.00 which they charged a few years ago.  Diane also mentioned the conversation about purchasing a necklace instead of a pin. The necklace is a replica of a State Trooper Badge. While Diane was in the store they contacted Northland Design in Red Wing, Mn, 651-688-3434, ferrian@redwing.net.

President Nelson asked the members to please end the private conversations as it was hard for other members to hear the meeting.

General discussion took place at the December Executive Board Meeting raising concerns about the financial state of the ISPAA resulting in agreement the fees of the ISPAA should be in agreement with the fees of the ISPA. Karen offered to have the Fort Dodge Auxiliary prepare a resolution to amend the ISPA by-laws. President Nelson read the Resolution which was timely filed and distributed.

Amendment to the ISPAA by-laws, Article IX – fees and dues

Section1. The annual dues for membership shall be $10.00. All dues shall be payable in advance and shall become due September 1, of each year.

Brief discussion and feedback was provided by the Past Presidents concerned with the increase. 

 Financial Secretary Tammy Hanson provided a report on the financial status of the ISPAA. A general discussion ensued about the problems with the funding sources of the ISPAA finances. President Nelson stated in July 2010 our bank account held about $738.98. Past President Sandy Hansen reminded the ISPAA Executive Board that the Past Presidents haven’t received minutes with financial information attached for their review. Past President Sandy Hansen stated the concern is the financial reports for October 13, 2008, October 14 2008 and October 15, 2008. Sandy stated that she keeps the amounts and doesn't have copies of these financial reports. Past President Sandy Hanson asked to have a copy of these statements. Financial Secretary Tammy Hanson left the meeting and went to the desk to have copies made for Sandy.

President Nelson reported on CD No. 780, held at the Davenport Police Credit Union. Marlene has an updated report on the CD as of September 4, 2010. The CD is listed under the name of the Iowa State Police Association Auxiliary with Marlene Nelson named on the deposit verification card. The sum of the CD is $2,237.91 and is renewable on July 14, 2011 at an interest rate of 1.24%.

The amendment to increase the ISPAA dues was prepared by the Fort Dodge Auxiliary and timely filed and distributed. A copy of the amendment is available from Junior Past President Karen Thode. The resolution amends Article IX fees and dues. Section 1, The annual dues for membership shall be $10.00 . All dues shall be payable in advance and shall become due Sept. 1, of each year. The prepared resolution amends it to read: Section 1, The annual dues for membership shall be $20.00. All dues shall be payable in advance and shall become due September 1 of each year.

President Nelson congratulated the Fort Dodge Auxiliary on the successful completion of their cookbook which is for sale at the conference for $10.00. The title of their cookbook is “YOU HAVE THE RIGHT TO REMAIN FULL” Let’s help our sisters in Fort Dodge with their sales and purchase one or two for family gifts. Contact Karen Thode for copies as needed. The recipes are quick and easy for families on the go, or someone who finds it hard to cook.   

Financial Secretary Tammy Hanson provided Past President Sandy Hansen with the previously requested financial documents.  

Concerns were expressed by all the Executive Board Members about the documentary and photographic collection of Past President and ISPAA conference memorabilia. There are an extremely large number of volumes and they are very heavy to transport from place to place to display at the ISPAA conference for brief period of time. One of the major concerns is the original documents and photographs could be destroyed by flood, fire or tornado. Deposited each year in someone’s basement or garage they are in peril. President Nelson contacted Becky Plunkett manager of records at the Iowa State Historical Society in Des Moines (515) 281-8976 for guidance on the preservation of these records and if they would store them at the Iowa State Historical Society.  Becky stated she wasn’t sure this was the type of material they would store, but would be happy to look at the documents and photographs, she would like to see the number of news letter that were prepared by the organization in its early years. Diane Reid suggested that a more appropriate facility may be the Gold Star Museum at Camp Dodge where the records of the Highway Patrol are deposited. Another suggestion was made to have the books scanned and available on CD at the conferences. Past President Sandy Hansen stated that the Clinton Auxiliary Records are deposited with the Clinton Police Department and it may be possible a police agency may have room for the documents and scrapbooks.  

President Nelson reported on the Commercial Crime Policy that is due on October 29, 2010, Case Number CCP001879203 purchased through Brooks & Lussam from “The Fidelity and Deposit Companies”    located at 3915 Keswick Road, Baltimore Maryland 21211. The cost is $500.00 for a three year coverage. Mr. Ted Lussam responded to Marlene’s inquiry by stating that he is telling us that we should not purchase the insurance for a sum so small as our bank account. He stated the cost of the insurance policy would be 17% of our funds.

Vice President Jena Campbell reported that to date we have collected over $300.00 for Marlene’s President Project this year. The Coat Rack made at the Ranch by the boys in the Carpenter shop.

President Nelson reported on the EIN. There were changes in the tax exempt status for organizations this year. Marlene contacted the IRS and updated our status with Federal Tax ID# 16-175399. Each year the new contact person, Treasurer must contact the IRS give them your name, title and address, The form number is IRS 8822, change of Business Address. For more specific information call 1-800-829-4933.

Over the noise of private conversations, Vice President Jena Campbell presented her President’s project a magnificent full sized quilt. The quilt has wonderful colors that can be used with any colorscheme. Jena also exhibited her “Aged to Pork Fection” small blue piggy bank project to collect money for the Rabiner Birthday Fund. The object is to collect a donation from all participating members on their birthday in an amount equal to their age. Jena has kindly exempted everyone 60 and over with a maximum donation of $5.00. Everyone enthusiastically agreed we accept Jena’s President Project and Rabiner Birthday Fund for 2010 -2011.

President Nelson explained the ISPAA logo contest held this year. Twenty five young men submitted a logo pattern for an ISPAA badge. This badge template for the ISPAA can be used for T-shirts, letterhead, hats, pins etc. The winner is Josh Geigle from Cottage 2. Josh will be here with Brad Klug bringing with him his mother, father, sister and his grandmother. The Executive Board Members purchased a $100.00 gift card for Josh. President Nelson has another small gift for Josh hoping he will help us develop a colored template of his design. Brad notified Marlene that he will be bringing about 8 guests this year. It is always a delight to have him provide us with an update on the Rabiner Treatment Facility.

A request was made by a member for a detailed explanation of the “Starbucks Store”. Jr. Past President Karen Thode and Vice President Jena Campbell clarified the Star Bucks concept and the basic needs of the young men who reside at the facility.

President Nelson informed the Past Presidents that Tammy and Steve Hanson will be selling 50-50 tickets for the Rabiner Treatment Facility. 

Please bring your white elephant items tomorrow, tables will be set up in the back of the meeting room. We expect this to be a big money making project, possibly a yearly event. When you leave your white elephant on the table a form will be available for you to identify the item and a numbered list for bidding.

The Executive Board members would like to suggest that when the ISPA Conference is in a city that doesn’t have an auxiliary it may be a good idea to forfeit the ISPAA meeting that year. It is extremely difficult to coordinate. Although we do thank Maureen and Rick Fedson for their kind services.

Vice President Jena Campbell made a motion to adjourn, it was seconded by Tammy Hanson. The motion was carried and the meeting adjourned at 5:10 p.m.

                                TUESDAY, OCTOBER 12, 2010

President Marlene Nelson called the Iowa State Police Association Auxiliary meeting to order at 9:10 am, in the Ambassador room of the Airport Holiday Inn, 6111 Fleur Drive, Des Moines, Iowa.

ISPAA members stood for the Pledge of Allegiance and remained standing for Past President Virginia Hatch’s invocation. The meeting was briefly interrupted by ISPA Past President Rick Fedson welcoming us to the conference in Des Moines. A prayer was provided to the ISPAA members by ISPA member John Horton from Sioux City.

President Marlene Nelson thanked ISPA Past President Rick Fedson for his assistance in planning the conference, and expressed her thanks for welcoming us to Des Moines. Marlene also thanked John Horton for the poignant prayer and ISPAA Past President Virginia Hatch for her invocation.

ISPA Vice President Anita Guthrie was greeted by the ISPAA members as she welcomed us to Des Moines on behalf of the ISPA. President Marlene Nelson thanked ISPA Anita Guthrie for her kind welcome to this year’s conference.

Past President Holly Fraley made a motion to have Vice President Jena Campbell carry the response greeting from the ISPAA to the ISPA motion was seconded by Past President Sandy Hansen, motion carried.

President Marlene Nelson asked the Past Presidents to stand and be acknowledged for all their kind assistance to the organization past and present The Board discussed future dates and rooms for the rest of the conference. The Past President’s Breakfast “Celebration in Pink” will be held Wednesday October 13, 2010 in the Boardroom at 8:00 am. The meetings will begin at 9:00 am in the Ambassador Room.  

President Marlene Nelson welcomed and introduced the delegates. Informing the delegates we have two openings on the ISPAA Executive Board. We will be voting for two positions on the Board this year.

Minutes of the Monday Executive Board Meeting were read by Jr. Past President acting Recording Secretary Karen Thode. Minutes of the last board meeting were reviewed. Holly Fraley made a motion to accept the minutes with a correction that Past President Sandy Hansen didn’t state Clinton could be a repository for ISPA documents after the correction Past President Virginia Hatch seconded the motion. Motion carried.

President Marlene Nelson asked the ISPAA Past Presidents to stand,   while we all reflected on our friendship, and to thank them for their thoughtfulness planning the Past Presidents Breakfast “Celebration in Pink” tomorrow morning at 8:00 am. It clearly made our conference planning much easier. Be sure to wear “pink”.

The Monday, October 11, 2010 Executive Board Meeting minutes “were read by Jr. Past President/acting Recording Secretary Karen Thode. A correction was requested by Past President Sandy Hansen who stated she did not say that the Clinton Police Department had room for the ISPAA scrapbooks. Karen stated a correction will be made to the minutes deleting that reference. Past President Christina Thoeming made a motion to approve the minutes with the requested correction, Past President Diane Reid seconded the motion, motion carried.

The October 11, 2010, Financial Report was read by Financial Secretary Tammy Hanson. The CD in The Davenport Police Credit Union is in the sum of $2,237.91 and total assets of the ISPA are $3,834.54. Past President Christina Thoeming motioned to accept the October 11, 2010 Financial Report as read, seconded by Jr Past President Karen Thode, motion carried.

President Marlene Nelson requested Past President’s Diane Reid, Betty Ammeter and Virginia Hatch to serve on the 2009 – 2010 Auditing Committee. Past President’s Chris Lopez, Holly Fraley and Toni Frymoyer were requested to serve on the 2009 – 2010 Financial Committee. The committees are to schedule their meetings at a time workable to the members. The committees will report to the Past Presidents and delegates at the next business meeting.

President Marlene Nelson requested all the necessary Financial Reports be provided to the Auditing Committee members by the Financial Secretary Tammy Hanson

President Nelson also called for expenses and receipts from ISPA Executive Board members. Marlene informed the Past Presidents and delegates that Vice President Jena Campbell and Financial Secretary Tammy Hanson were not going to request compensation for their attendance at the conference. President Marlene Nelson and Jr. Past President Karen Thode submitted their expense sheets for. President Marlene Nelson and Vice President Jena Campbell briefed the Past Presidents and delegates the ISPAA Executive Board members have not submitted any receipts for travel, meals or projects during the year because of the serious financial situation. This problem was the basis

for the amendment submitted by the Fort Dodge Auxiliary to increase fees.

President Marlene Nelson asked Financial Secretary Tammy Hanson to read the number and location of each local and the strength of that membership. Tammy stated she is unable to provide the numbers as requested. Tammy reported that when the dues and monies came in from each local, most of them didn’t identify the paying members and the number and names of Past Presidents. After general discussion, it was agreed that an oral report from the local units present will be sufficient for this meeting. This oral report included details about locals who don’t have representatives at the conference. It was suggested a report of the number and location of each local unit and the strength of that local unit be attached to these minutes.

President Marlene Nelson asked Financial Secretary Tammy Hanson if all delegates present have paid dues. Tammy responded that all delegates have paid dues. Tammy reported that two of the Past Presidents are also delegates. Betty Ammeter from Cedar Rapids and Toni Frymoyer from Ottumwa.

President Marlene Nelson reported on Commercial Crime Policy No. CCP0011879203 purchased through Brooks and Lussam Insurance Agency. The policy is due to reinstate by October 29, 2010. Marlene reported she contacted Ted Lussam and stated she has documentation from him advising us not to purchase a Commercial Crime Policy at this time. It will cost us at least $500.00 for a three year policy and in our current financial position it would be 17% of our current funds.          Discussion ensued concerning the necessity for insurance with our finances less than $1,000.00. Members agreed it doesn’t make much sense to pay $500.00 for a three year policy. Past President Maureen Fedson cautioned there had been a theft many years ago and it is possible we should continue with the Crime Policy Insurance. After brief conversation it was agreed not reinstate the Commercial Crime Policy at this time due to the small amount of cash we are handling. However, it was agreed by all that when our funds increase to a sum of concern to the members we will again purchase a Commercial Crime Insurance Policy. Past President Diane Reid made a motion that we not renew the Commercial Crime Insurance Policy at this time with the proviso that this matter be revisited when funds increase, seconded by Past President Christina Thoeming, motion carried.

President Nelson reminded the attendees we have the White Elephant table in the back of the room, be sure to make a bid, also on the back tables are copies of the Fort Dodge Auxiliary Books prepared by the Fort Dodge Auxiliary and are for sale. In addition the scrapbooks are available for viewing.

President Marlene Nelson called for a break of 15 minutes.

After the break, the business meeting continued with Vice President Jena Campbell introducing her 2011 President’s Project and Birthday fund project (Starbucks) for local donations. Jena displayed the 70 x 90 full sized quilt. Jena stated that it is possible her President’s project will also include a quilt rack. Jena also showed the Past Presidents and delegates her small blue piggy bank entitled “Aged to Pork Fection” a very unique idea to collect funds from local units. The member will donate an amount in their number of years to the piggy bank up to the age of 65 at which time from there and over it will be $5.00. Everyone agreed the quilt was very nice and the piggy banks a new and unique method of collecting funds.

Copies of the Fort Dodge Auxiliary resolution to amend the by-laws was disbursed. The resolution amends

‘Article IX fees and dues. Section 1, the annual dues for membership shall be $20.00. All dues shall be payable in advance and shall become due and owing September 1, of each year.’

The amendment increases the dues $10.00 a year from $10.00 to $20.00. A very productive discussion ensued resulting in an offer from Past President Sandy Hansen to have the Past President’s pay dues in an amount of $5.00 to $10.00 a year. Some members expressed concern over the elderly Past Presidents who may not be in a position to afford the payment of dues in their budgets. Past President Christina Thoeming asked the Past Presidents if they would be willing to purchase $10.00 in President Project tickets?  Most of the Past Presidents agreed to purchase some President’s project tickets. Further discussion resulted in full agreement that the Fort Dodge Auxiliary Amendment be changed from an amount increase of 10.00 to $15.00. Thereby the resolution from Fort Dodge Auxiliary

Article IX Fees and Dues

‘Section 1. The annual dues for membership shall be $15.00. All dues shall be payable in advance and shall become due September 1 of each year. 

President Nelson thanked Past President Betty Ammeter for her sending information to the Executive Board that there were changes to the Internal Revenue Service exemption rules for nonprofit organizations. The Employment Identification Number has been updated and proper forms submitted. The next secretary will simply complete a change of address form and submit it to the IRS.

President Nelson was asked if it would be possible to exchange the place of appropriation for funds collected in the White Elephant Sale from the Rabiner Treatment Facility to the ISPAA. Past President Christina Thoeming restated the agreed to priority for this project is the “Starbucks Store” at the Rabiner Treatment Facility.

President Marlene Nelson gave the yearly report from Davenport Police Auxiliary and a list of membership, past presidents and officers. Jr. Past President Karen Thode provided the report from the Fort Dodge Auxiliary and a list of membership, past presidents and officers. The yearly report of the 2009 – 2010 Executive Board was submitted by Vice President Jena Campbell with a skit setting out the travails of the Executive Board at play searching for Tammy Hanson. Yellow raincoats and froggy hats depicted the rainy golf tournament and laid the blame for low scores on all the water we had to deal with in the morning. It is hard to golf holding two umbrella’s.

Further entertainment was provided by a skit from Sioux City “Hee Haw” featuring Past President Holly Fraley and Diane Sorensen. It was a real Hee Haw evening with a guitar and song from Holly Fraley in front of the Hee Haw fence and Diane Sorensen portraying the busty Dolly Parton.

Once again the Cedar Rapids Auxiliary represented by Betty Ammeter “the prostitute” and Virginia Hatch “the detective’ performed as realistic as possible. Betty in her pink feathered boa had everyone in stitches as the detective interrogated her.

Jr. Past President Karen Thode disbursed ballots to all in attendance, clearly the front runners today were Cedar Rapids and Sioux City. The Executive Board Golf game at the Rabiner Treatment Facility looking for Tammy in the rain was looking at begging for votes. The vote was taken and authenticated. It was a “Hee Haw” win, the Sioux City stars win again.

Past President Virginia Hatch from Cedar Rapids informed the Executive Board Members she was thankful that we took a break right before the skits. This break allowed for the actresses to change clothes before the skits and allowed them time to go to the bathroom. The Executive Board will discuss the probability of making this a yearly consideration.

President Nelson reminded the Past Presidents and Executive Board Officers, that the “Celebration in Pink” breakfast will be held in the Boardroom tomorrow at 8:00 am. Jr. Past President Karen Thode moved that we adjourn the meeting at 12:30 pm, seconded by Past President Christina Thoeming, motion carried.

 The Wednesday, October 13, 2010 business meeting of the Iowa State Police Association Auxiliary was called to order at 9:35 am by President Marlene Nelson. Past President Virginia Hatch, Cedar Rapids gave the invocation followed by the Pledge of Allegiance.

President Marlene Nelson and the Executive Board members reminded the ISPAA Past Presidents, guests and delegates the White Elephant sale in the back of the room is still active. A special thank you,  to Past President Christina Thoeming and Vice President Jena Campbell for the White Elephant item sale move yesterday to the Hospitality Room, that move greatly increased the biding amounts.

President Marlene Nelson requested Jr. Past President acting Recording Secretary Karen Thode to read the minutes of the Tuesday, October 12, 2010 business meeting. Christina Thoeming moved to accept the minutes as read, a second was made by Maureen Fedson, motion carried.

President Marlene Nelson informed the attendees we have a full schedule of friends and guests to update us from the Rabiner Treatment Center, as well as Chief Executive Officer Brad Klug we are being treated to presentations by Jonathon Eldridge, current client from Cottage 1 and Joe Glasgow, current client from Cottage 1. "Of special note is the fact that Joe spoke to the ISPAA/ISPA in 2008 at Cedar Rapids". Joe is nearing the end of his treatment and has with him his "mentor" Les Hawes" and foster mom "Janie Kuebler". Another extraordinary special guest is Jeff DeWall, a former client of the Rabiner Treatment Facility in the 1970's and his significant other Bonnie. We are also especially pleased to have three of Brad's exceptional staff members, Randy Poutre, Director of Environmental Services, Nissa Ray, Director of Residential Treatment and Jennifer Pullen, Director of Clinical Services.

Also, most welcome are the partners of the Chief Executive Officer and Director of Environmental Services now known as ex-officio members of ISPAA, Elaine Klug and Diane Poutre.

In addition, it is a great privilege to have Melisa Wissink who will provide us specific information about the organization and the benefits of "C.O.P.S.", (Concerns of Police Survivors). Melissa is the Iowa President of C.O.P.S.

Marlene invited Brad to the dais for Josh's award when he began a presentation of his own. Brad presented Marlene with a framed Certificate of Appreciation for commitment to the mission of the Rabiner Treatment Center as President of ISPAA and also presented her with a crystal clock identified with a caption on the front "to Marlene with love and appreciation, Staff and Boys at the RTC. Marlene thanked Brad, the staff and boys at the RTC. As Scott County Clerk of Court for 35 years she had previously received certificates but nothing as gratifying or heartfelt as this Certificate of Appreciation from the RTC and Crystal Clock from the Staff and Boys. "If they will just let her win at their Golf outings it would be perfect"

We have a formal presentation by the ISPAA Executive Board members to Josh Geigle, a former client at the RTC and recent winner of our ISPAA logo badge design award. With Josh is his mother Melanie, his father, his sister Mercedes and his Grandmother. Marlene asked Josh Geigle to come forward and receive the $100.00 gift card and ear phone ipod from the Executive Board Members. Josh designed an ISPAA badge template following a similar pattern of the ISPA badge, he incorporated family, and our mission, "one vision, one family, one badge". As Marlene was thanking Josh she informed him we hope to be working with him shortly to develop his badge template in color so our printing company can reproduce it on a variety of items for the ISPAA. Marlene introduced his family and thanked them for coming, commending them on their son's accomplishments

The ISPAA members welcomed Joe Glasgow while Brad introduced him as a client from Cottage 1. who brought with him his "mentor" Les Hawes and Foster Mom Janie Kuebler. Jonathan Eldridge provided the attendees with moving and impressive statements about his life before residing at the RTC. Jonathen praised the staff at RTC for his scholastic accomplishments and new privileges.

With pleasure, Brad introduced Jeff DeWall a Rabiner Treatment Center client from the 1970's. Jeff described his life 30 years ago and stated he had problems with authority, truancy problems and no understanding of achievable goals and objectives. He remarked that he was in a room with 10 other young men and quickly the house parents had them working as a team. The team building skills and ideals he learned then he carries with him today. He stated that his mother told him after he returned from the Ranch that he had gained the ability to be honest, Jeff said that beside the ability to be honest he learned to overcome unfair advantages in life. When the downturn in the U S economy occurred Jeff had the ability and psychological tools ready to set new goals. Jeff now owns a Car dealership in Spencer, Iowa. Jeff's reminisces about his troubled life from the 7th grade his guidance at the RTC to the business owner he is today is an example that there is an inherent potential that exists in each child no matter what their circumstances, and we need to support the RTC and help expand their services.

Brad proudly introduced Nissa Ray, Nissa is well known to the Fort Dodge Auxiliary and many members of the ISPAA. Nissa is the Director or Residential Treatment, however she much more than the title states. Nissa explained about Wellness Week and the summer structure and new curriculum. Nissa informed the attendees they have 100 boys between Fort Dodge and Marshalltown. Nissa shared the fun that they had when Brad offered to be in the Dunk tank. Nissa continued ending her presentation with the statement there a "million smiles and a minimal problems'

Brad introduced another of his extraordinary staff members Randy Poutre the Director of Environmental Services, Randy is much more than his title sets forth. Marlene called him after the conference in 2008 and asked if the boys could make something she could use as an ISPAA President's Project as a fundraiser for ISPAA. Randy suggested a special mirrored back coat rack with three hooks made by the boys at the RTC Carpenter shop. It is so successful as a President's project prize that to date we have sold over $600.00 in chances. The drawing is after the dinner at the end of the conference. Randy described the work last summer and the over 110 pinewood derby cars. built by the boys. Randy is involved in every event and his commitment to the RTC and The boys is readily ascertainable to everyone. Thank You Randy for always being there and to Diane and her ever ready camera.

Brad confirmed that we were running out of time, he stopped to introduce Jennifer Pullen, Director of Clinical Services.  Brad's presentations are always enthusiastically received and clearly it would have been ideal to have the RTC Staff and guests with us for the entire morning. We would all like to have heard from Jennifer as we have little knowledge of the Clinical support services. Marlene suggested to the ISPAA attendees that we allow more time for the RTC Presentation next year.

Marlene introduced our next guest speaker, Melisa Wissink, President of "Iowa C.O.P.S". The C.O.P.S. organization provides resources to assist in the rebuilding of the lives of surviving families and affected co-workers of law enforcement officers killed in the line of duty as determined by Federal criteria. Furthermore C.O.P.S. provides training to law enforcement agencies on survivor victimization issues and educates the public of the need to support the law enforcement profession and it's survivors.

Melisa shared her personal story with the ISPAA members, her husband Shawn was killed 4 years ago and had been on the Police Department for 10 years. Melisa explained how important C.O.P.S. can be to the shattered family. News agencies have the information before family is notified, children are subjected to comments from other school children. As wives of Police Officers we all fear or have feared that special knock on the door that our loved one may not be coming home. The ISPAA members are fully supportive of the C.O.P.S. organization. Melisa also stated that the C.O.P.S organization was organized in May 1984 by a unanimous vote of 110 police survivors. Concerns of Police Survivors' membership now totals over 10,000 families. There is no membership fee - the price paid is already too high.

Marlene thanked Melisa for sharing her personal story and providing the C.O.P.S. organization information for the families of Iowa Law Enforcement Officers at the ISPA Conference.

Marlene asked Financial Secretary Tammy Hanson to read the Financial Secretary's report. There being no additions or corrections a motion was made by Past President Christina Thoeming to have the Financial Secretary's report placed in the record, Chris Lopez seconded the motion, motion carried. The October 12, 2010 Financial Secretary Report will be placed on the record.

Marlene asked to hear from the Auditing Committee consisting of Past President Diane Reid, Betty Ammeter and Virginia Hatch found the books to be in order. Past President Holly Fraley motioned to accept this audit report, Sandy Hansen seconded the motion the motion was carried to accept the report of the Auditing Committee.

Marlene asked to hear from the Finance Committee pursuant to Finance Committee, Article VIII requiring that all bills of account be approved by delegation after the finance committee approves them. The Finance Committee consists of Past President's Chris Lopez, Holly Fraley and Toni Frymoyer. The Finance Committee approved all expense sheets as submitted. Rhonda Nelson motioned that we accept the Financial Committee report and pay the bills. Christina Thoeming seconded the motion, the motion was carried.

President Marlene Nelson was informed the ISPAA members that this year we didn't have anyone pass beyond life's gateway. We all gave thanks and pledged our loyalty and efforts to carry on the work of the Iowa State Police Association Auxiliary.

Vice President Jena Campbell presented her President's Project and Birthday game to use at local meetings. Jena displayed her colorful 70 x90 full sized quilt, which will possibly have the quilt rack with it. Pictures will be provided, it is easier to sell tickets if the parties can see a product. The tickets are 1 for $1.00 or 6 for $5.00. The monies collected for the President's Project helps fun the ISPAA. Jena has also invented a unique method of getting the locals involved, she has made small blue piggy banks entitled "Aged to Pork Fection" these banks will be available at the local meetings and if you have a birthday during the month you will be asked to donate money for your number of years up to age 65. All members 65 and older will only be charged $5.00. These projects were greeted enthusiastically. Past President Diane Reid motioned that we accept Jena's President Project and local "Aged to Pork Fection" project, Past President Virginia hatch seconded the motion, motion carried.

 President Marlene Nelson called for any new business that needs to be brought before the ISPAA members and delegates. Past President Sandy Hansen, Clinton discussed a concern that we have two signatures on the financial card for the CD located at the Davenport Police Department Credit Union. after short lived discussion all members were in agreement. Marlene asked Past President Chris Lopez if she would be willing to sign as a second signature on the CD No. 780 located at the Davenport Police Department Credit Union. Chris stated she would add her signature to the deposited CD. Past President Sandy Hansen motioned to have Past President Chris Lopez sign a additional signature card for the CD No. 780 deposited at the Davenport Police Department Credit Union. the motion was seconded by Past President Christina Thoeming, motion carried.

 Election of Officers

President Marlene Nelson informed the ISPAA membership that we have two openings this year to fill. The Recording Secretary and the Financial Secretary positions. After brief discussion President Marlene Nelson asked Jr. Past President/acting Recording Secretary Karen Thode to read the by-laws section 105 of Article V, Officers and Elections. Kandy Pottebaum made a motion to move each current officer up one office, the motion was seconded by Past President Diane Reid, motion carried. Jr. Past President Karen Thode nominated Rhonda Nelson Fort Dodge for the office of Recording Secretary. After further discussion, Past President Christina Thoeming offered to take the vacant office of Financial Secretary for the year of 2011. A motion was made by Virginia Hatch that we accept Jr. Past President Karen Thode's nomination of Rhonda Nelson as Recording Secretary and Past President Christina Thoeming as Financial Secretary for the year 2011. Past President Holly Fraley seconded the motion, motion carried.
