ISPA 2026 ANNUAL CONFERENCE

Plans for the 94^th Annual ISPA Conference at the Courtyard Hotel (250 Westfield Ave Waterloo, IA) October 12^th - 14^th, 2026 are wrapping up. Local # 12 Waterloo members are working hard to create an exceptional conference you will not want to miss.

On Monday the conference will get started with the golf tournament at Red Carpet Golf Course (1409 Newell Ave Waterloo, IA), shotgun start at 10:00 am. Please register by September 1, 2026, with your golf hoodie jacket size. The online golf registration form can be found HERE. Once again, this year the conference will feature multiple educational programs.

Articles of Incorporation and Bylaws Updates

This spring, the Executive Board encountered several situations that prompted a comprehensive review of our Articles of Incorporation and Bylaws. Among these were requests to extend Legal Defense Fund coverage to Iowa law enforcement professionals who do not currently qualify for membership under our existing bylaws, as well as inquiries from experienced law enforcement officers relocating to Iowa who were over the age of 55 and interested in joining our association.

As we began examining these issues, it became clear that several sections of our governing documents would benefit from updates and clarification. Rather than proposing isolated amendments, the Board determined that a thorough review of all bylaws was the most responsible approach. As a result, we will be presenting a series of recommended amendments to the membership for consideration at this year’s conference in Waterloo.

Within the Articles of Incorporation, the most significant change we are proposing is the removal of language identifying the investigation of criminal charges against members as a purpose of the association. The Board believes this function falls outside the current scope of the organization and is now addressed, in part, through the Legal Defense Fund. CONTINUE READING

PURPLE HEART AWARD NOMINATION

The Iowa State Police Association Purple Heart Award was developed in 2013 for the purpose of honoring extraordinary Iowa peace officers who have been seriously wounded or killed in the line of duty as a result of a combat incident.

The Purple Heart award is granted to any sworn Iowa peace officer who has been seriously, critically, or fatally injured in the performance of law enforcement duty. In addition, this award may be conferred if an injury was averted by the wearing of body armor. This award will be given in all cases resulting in line of duty death, but will otherwise be limited to those cases involving an attack by an assailant or the performance of an act of valor.

The 2026 Purple Heart Award will be presented to one anonymous recipient at the 94th Annual Iowa State Police Association Conference in Waterloo on Tuesday evening, October 13th, 2026.
