BOARD SPOTLIGHT

Recently we held our 85th Annual ISPA Conference in Davenport. I would like to thank Local #2 Davenport and its members for a great conference. I especially want to thank Past President Todd Thoeming for his great leadership and friendship. Stacey and I have a lot of great memories from working and traveling with Todd and Christine. It’s an honor and a privilege to serve again as president of ISPA (Iowa State Police Association). I was president in 1999 and returned to the board to complete the term of Bob Flannery from Dubuque, who sadly passed away in 2015. I retired from the Waterloo Police Department in 2014, and I am proud to represent Dubuque Local #9 and you as ISPA president.

 

The Dubuque Police Protective Association has been working very hard to get ready for the 2018 Conference, which will be held October 8–10 at the Grand River Center along the beautiful Mississippi River. The Grand Harbor Resort & Waterpark will be our conference hotel.

 

The 2018 Iowa legislative session is going to be challenging. While some very good legislation passed in 2017, several law enforcement officers/public safety officers lost a lot — their collective bargaining rights...

SECRETARY/TREASURER UPDATE

Another conference is in the books. This was my 20th conference as secretary/treasurer. Time flies when you’re having fun. Those who attended the 85th Annual ISPA Conference saw that I had a shadow. As you are all probably aware, I will be retiring as secretary/treasurer after next year’s conference in Dubuque. Past President Ryan Goecke has been hired as my replacement. At this year’s conference, we began the process of training Ryan to take over the duties. Ryan will be doing the work in Dubuque, and I will be there as his shadow.

 

I would like to congratulate and thank the men and women of Iowa State Police Association (ISPA) Local #2 Davenport for all their efforts in hosting another wonderful Annual ISPA Conference. I believe all who attended had a great experience. The educational presentations were very well done and enlightening. The Purple Heart Award ceremony at this year’s conference banquet was again a very moving experience for the recipients, their families and the delegates.

SIOUX CITY POLICE DEPARTMENT PROMOTIONS

During a special service at the Betty Strong Encounter Center in Sioux City, Lori Noltze was promoted to Sergeant, Brad Bollinger was promoted to Lieutenant and Mark Kirkpatrick was promoted to Captain.


Sgt. Noltze joined the Sioux City Police Department (SCPD) in 2002. She was a K9 handler from 2004 to 2015, working both Watch 3 and Watch 2. She was previously a defensive tactics instructor and field training officer. She most recently was assigned to the Youth Services Bureau in Investigations as the crime prevention officer...
